Start with the administrative work
- Assign an owner for records, an owner for reconciliation and an owner for formal reporting, even when one person fills several roles.
- Ask vendors to demonstrate record provenance and correction handling rather than relying on a feature label.
- Keep official-office information and campaign information appropriately separated, and use fictional examples in public product tours.
Questions to take into a software evaluation
- What reports are actually produced and who validates them?
- What happens when a source record is corrected after export?
- Which service responsibilities and data safeguards are written into the agreement?

Explore a related fictional workflow, then write down which interactions you could actually complete. Ask for evidence of anything that remains untested.
